I am 19 years old and still have NO credit, but I have been told that my credit is BAD and thats why I cant get a credit card. I tried to get my credit score on annualcreditreport.com and it keeps saying they cant send me my credit score? why is this?

If you apply at Sears and they turn you down they will tell you which company provided the negative information and you can get a free copy of your credit report from that company. If you have applied for several cards in say the last month you will get a bad result on credit inquiries from Sears or whomever. Check the letter you recieved denying credit and read the small print. Everything I just said is in there.
