I bought one at equifax for 10 bucks, all that came with it was two score updates to be used at your will and one score update that pops up the minute it changes.

Is there anywhere I can buy a credit score that last for a year that reflects your actual changes for a set price, rather then 12 bucks a month kind of deal?

First of all, you need to know which scoring models you are even getting, as this can affect the number by as much as 100 points.

Second of all, you cannot freeze a credit score. They are recalculated each time they are accessed and are dependent on data that is constantly being uploaded to your credit file.

Third, and last, paying $12/month to see your credit score is completely unneccesary. There are much better ways to do this.
